Abstract : Black officers are falling behind their white counterparts at the LTC and above level at an alarming rate. This paper looks at this phenomena not from the traditional view that racism is the root cause, but that a lack of cultural understanding on the parts of Whites and Blacks in the military is the primary cause. This study examines some of the cultural biases inherent in the military culture, promotion rates, assignments, and attitudes of people in the military. Lastly this study looks at ways to overcome this problem, if that is in fact a goal.
