Abstract : As computer systems become more open and interconnected, the need for reliable and secure communication also increases. In this report, we discuss a communication device, the NRL Pump, and introduce an implementation of the Pump: the Event Driven Pump that balances the requirements of reliability and security. The Pump provides acknowledgements (Acks) to the message source to insure reliability. These Acks are also used for flow control to inhibit the Pump's buffer from becoming or staying full. This is desirable because once the buffer is filled there exists a huge covert communication channel. We have prepared this report for system designers and programmers who want to understand the basic structure of the event-driven Pump. We also hope this report is helpful to the people who will maintain the Pump Code.
