Abstract : The forces that will fight the future battles of the United States will be constructed of multinational coalitions or joint services. The combatant commanders who assemble the forces must communicate in the most efficient manner, assembling the command and control mechanism with what the forces bring with them. This paper will investigate how the services ensure the communications systems that they develop or acquire are interoperable. It will analyze the instructions that have been provided by the Joint Chiefs of Staff and how two combatant commands have implemented those instructions.
