Abstract : This monograph discusses the relationship between mental models and Operations Other Than War (OOTW). It ties that relationship to the U.S. Army's capstone doctrinal manual FM 100-5 to develop a systems approach to the problem. The goal of the monograph is to identify possible points of leverage for army forces conducting OOTW missions. The monograph develops a system model for military operations. It uses historical case studies and theoretical works to construct base line mental models for this system of military operations. It divides the military operating system into four components: policy makers, planners, executors, and the enemy. The monograph then explains the influence these mental models have on OOTW missions. Finally, it examines the role of doctrine in forming mental models. It compares current mental models with the doctrine contained in FM 100-5 concerning OOTW.
