Abstract : Survival is an important consideration in assessing the effectiveness of a search for people at sea. A methodology is proposed in this report for including the effect of mortality on Coast Guard Search and Rescue Effectiveness. This approach can be of assistance in developing Aspects of Survival in the U.S. Coast Guard Addendum to the National SAR Manual and in conducting cost-benefit analyses of existing and proposed systems.
