Abstract : This document is the Test and Evaluation Report evaluating the ability of airport security personnel to detect improvised explosive devices (IED) in carry-on passenger bags. The test and evaluation focused on determining the baseline performance levels as set forth in the Critical Operational Issues and Criteria. The test was conducted at all of the 19 U.S. Category x airports. The screeners' ability to locate IEDs, as assessed by their probability of detection and signal detection theory measure of d', was similar at most CAT X airports. Some differences in performance were found at the extremes. Similarly, no important differences in performance were found among the security companies represented. Training should be designed to increase screener d' and pd while sustaining or lowering screener pfa by improving the ability of screeners to discriminate IEDs from normal objects in passenger baggage.
