Abstract : In January 1994, the North Atlantic Treaty Organization (NATO) committed itself to enlarging its membership to include newly democratic states of the former Communist bloc. According to the Department of State, the U.S. government has been the driving force behind NATO'S enlargement process. In response to your request, we examined issues involving this future enlargement. Specifically, our objectives were to identify (1) the nature of actions taken or planned to facilitate the future enlargement of NATO, (2) the extent of current and planned U.S. bilateral assistance programs to enhance the military operations and capabilities of NATO'S aspiring members, and (3) the potential costs of enlargement to NATO and the new members. As you requested, we will continue our evaluation of NATO'S Partnership for Peace (PH)) program and bilateral programs that complement and support it.
