Abstract : This study examines options for enhancing the ship acquisition process so as to enable effective and efficient Navy ship procurement and at the same time help to strengthen the shipbuilding industry. Based on information obtained through extensive interviews and discussions with appropriate Government agencies, Navy offices, and shipbuilders in the United States and overseas, this study identifies and assesses a variety of means to improve the processes by which the Navy designs and builds new ships and manages their acquisition. Particular attention is focused on acquisition strategies and program management, ship design and production practices, and the implications of increased commercial construction on naval shipbuilding. The results of the study should benefit the Department of Defense as well as the nation's shipbuilding industry.
