Abstract : This report presents the role of closure and interior facilities in the overall performance of levee projects. Hydrologic, physical, institutional, and human considerations that might affect the project reliability during a full range of flood events are examined. Information is compiled and organized to support plan formulation and evaluation within the framework of risk-based analysis. Several Corps of Engineers local flood protection projects located in the Mississippi River Basin are used as case studies illustrate these ideas. Particular attention is given to their performance during the Flood of 1993.
