Abstract : In FY 95 the U.S. Army Corps of Engineers Civil Works Program began development of program performance measures in response to the Government Performance Results Act of 1993 (GPRA). This report describes the first phase in the development of these measures. It presents the goals of the initiative, the results-oriented performance model being employed, the implementation process, results obtained thus far, lessons learned, and planned next steps in Phase II. The report is primarily intended to serve as a summary reference document for those who have participated in the measures-development process. It is also meant to provide an overview of the goals and methods of the initiative to those within the Corps of Engineers who have not, thus far, been involved in the process. Lastly, the report is meant to provide information and lessons learned to others involved in the development of results-oriented performance measures.
