Abstract : The National Environmental Policy Act of 1969 (NEPA) requires Federal officials to analyze potential environmental impacts of proposed actions and alternatives prior to making decisions. The law applied to Army leaders and their activities. NEPA sets forth a national policy for attaining harmony between people and nature, for promoting efforts to eliminate damage to the environment, and for better understanding ecological systems and natural resources. The law establishes the Federal Government's policy to use all practicable means to create and maintain conditions under which people and nature can exist in productive harmony. NEPA is a vehicle to secure national goals of: Fulfilling responsibilities as trustees for future generations; Assuring safe, healthful, productive surroundings; Attaining beneficial uses of the environment; Preserving important historic, cultural, and natural aspects of our natural heritage; Achieving a balance between population and resources; Enhancing the quality of renewable resources and the recycling of depletable resources
