Abstract : This report examines CTAPS and the air campaign planning process and proposes modifications to both that will help remedy these deficiencies and dramatically increase the responsiveness of U.S. air forces in large conflicts. It examines the functionality of CTAPS and the structure of the air campaign planning process in detail. Provided is a top-level description of the system and a summary of findings for improving CTAPS and the air campaign planning process. CTAPS is a complex automated support system that runs on a large networked set of computer work stations. Because of its ancestry and the evolutionary acquisition approach used in its development, CTAPS is a complex combination of applications that have been modified to run together with minimal interference in the same client-server computing environment. The four key applications used in the ATO production process in version 5.0x of CTAPS and the key data flows in the process are shown in Figure S.1. There are many more applications in CTAPS 5.0x; however, for simplicity we have included only the major ones in the figure.
