Abstract : Funding for energy conservation projects will not likely increase over the next 5 years. Naval activities will, however, still be responsible for their energy consumption reduction goals. In this new environment, energy managers will have to consider low cost energy conservation opportunities (ECO) that can be funded through the activities' operating funds or through their claimant or conservation measures, which require no funding. changes in operation, modification of design practices and rescheduling of activities are common low cost/no cost (LCNC) ECO's.
