Abstract : The Congress, the Department of Defense (DOD), and the Navy agree that the Navy needs a new attack submarine (NSSN) that is significantly less costly than the previous class of attack submarines, the Seawolf. However, the estimated cost of the NSSN program is rising. We evaluated the status of the NSSN program to identify areas of potential risk for rising costs and to provide information on the submarines' potential performance. We conducted this review under our basic legislative responsibilities and are addressing it to you because the matter discussed in this report falls within your Committee's jurisdiction.
