Abstract : This assessment presents findings and recommendations of the Native American Intergovernmental Relations Task Force for improving intergovernmental relations between the Civil Works Program of the U.S. Army Corps of Engineers and Federally Recognized Native American tribal governments. The assessment represents the first agency-wide examination of Corps-tribal relations performed by the Corps of Engineers. Many of the terms used to explain the findings and issues in the report have a specific definition when applied to tribes. This report does not address military construction or installation management activities involving the Corps of Engineers as they relate to tribal intergovernmental relations. By adopting a number of recommendations of this assessment with respect to internal organizational factors, the Corps can build upon the successes of field strategies and provide a clear, consistent and achievable set of goals. The result will be to focused communication that will enable the Crops to improve intergovernmental relations with Federally Recognized Tribes.
