Abstract : This report discusses our concerns about the Department of Defense's annual expenditure of billions of dollars to acquire new weapon systems. It focuses on continuing weaknesses in the way major weapon system requirements are determined, planned, budgeted, and acquired. The underlying conditions and cultural attitudes that help foster these weaknesses have been addressed in more detail in our report Weapons Acquisition: A Rare Opportunity for Lasting Change (GAO/NSIAD-93-15, Dec. 1992). This report also focuses on our ongoing evaluations of the Department's efforts to address these long-standing problems.
