Abstract : The problem of hazardous and toxic wastes is one of growing concern. While the environmental laws of the 1960's and 1970's have impacted the general pollution problem, these early laws were debated and enacted without considering disposal problems once waste materials were no longer deposited in the air and water. Today, public concern is at a very high level. For example, the Love Canal incident in Niagara Falls, New York, brought a great deal of attention to the problem of what to do with waste materials. These concerns were reinforced by such incidents as the release of kepone into the James River in Virginia, the spreading of dioxin on roads in the Times reach Missouri, area, and the contamination of groundwater in the metropolitan Minneapolis, Minnesota, area by creosote wastes. The increasing production of hazardous wastes over the years has further complicated the waste disposal problem.
