Abstract : The purpose of this research is to propose that coproduction theory may provide a more adequate definition and a better understanding of the Total Force Policy. The United States Air Force's implementation of the Total Force Policy is used to show the fit of coproduction theory to the design, justification, implementation, and execution of the Total Force Policy. Implications of the research propose coproduction theory may provide guidance to the Service's force structuring community. Another implication of the research is that coproduction concepts may be used to assist the policy maker in the sizing and shaping of the Total Force to meet the military requirements of the National Security Strategy.
