Abstract : The proliferation of weapons of mass destruction, high yield conventional explosives and information warfare technology increasingly threatens American lives, national security and economic infrastructure. The scale of destructive potential which these threats engender requires decisionmakers to search for other policy options beyond diplomacy and after-the-fact reprisals. U.S. leaders must consider military preemption as a viable, sometimes necessary, method of intervention to prevent unacceptable loss of life or damage to essential institutions.
