Abstract : Analysis and extensive simulation studies both indicate that classical guidance methods cannot guarantee the terminal accuracy required for a 'hit-to-kill' against maneuvering tactical ballistic missiles which are to be expected in the future. This paper addresses the need for the development of a new guidance law of improved performance and outlines the requirements for it. The new guidance law has to be robust with respect to the type of target maneuver and has to account explicitly for the inherent limitations of the available 'optimized' estimation technology. Both deterministic and stochastic requirement formulations are presented.
