Abstract : This Executive Summary outlines the results of all work for the Energy Engineering Analysis Program (EEAP), Fulda Military Community, Germany. This work was authorized under contract number DACA 90-82-C-0204 with the U.S. Army Corps of Engineers, Europe Division, Frankfurt AIM, Germany. The primary purpose of the Energy Engineering Analysis Program was to develop Energy Conservation investment Program (ECiP) projects that comply with the objectives set forth in the Army Facilities Energy Plan. The work was performed in three phases: Phase I consisted of data gathering and inspection of facilities culminating in a data report; Phase II included energy data analysis, evaluation of the technical and economic feasibility of energy conservation opportunities, and completion of the front pages of DD Forms 1391; Phase III included preparation and completion of DO Forms 1391, including detailed justifications and project development brochures (PDB-I's).
