Abstract : One objective of this study is to determine whether the proposed EMCS meets the minimum requirements for military construction related to energy conservation. These minimum requirements are expressed in References 2 and 3. The EMCS is to be justified on the basis of dollar savings over its 15-year life. Another objective of this study is to establish the magnitude of the project, in terms of project cost, energy saved, and number of buildings effected.
