Abstract : When an organization is establishing its World Wide Web (WWW) information service, an approach must be set to specify goals and the plans to achieve these goals far in advance of any information service being made available. There are few things worse than an organization not having an information service. One thing that would be far worse would be to have a WWW that is cumbersome in discovering information, poorly structured, frustrating to navigate, and containing invalid information. This report will discuss critical issues of the design and implementation of a government agency's WWW information service that will increase its potential effectiveness to deliver information to users. Although the perspective of this report is from that of a government agency establishing a WWW to make its own information available to the public, it is still very much applicable to private entities, educational institutions, and other non-governmental organizations.
