Abstract : The Director, Defense Research and Engineering (DDR&E), has primary responsibility for implementing the Department of Defense Science and Technology program. The DDR&E exercises authority, direction, and control over the Advanced Research Projects Agency and all laboratories and research, development, and engineering centers operated by the Military Departments or other DoD Components. The overall audit objective was to determine whether DoD was making redundant investments in Advanced Materials and Microelectronics Research and Development Laboratories. Specific objectives included evaluating the adequacy of DoD management and oversight of the various laboratories and the effectiveness of Project Reliance as implemented by the Joint Directors of Laboratories. We also evaluated laboratory consolidations and realignments to verify cost avoidance claimed by Project Reliance in response to Defense Management Review Decision 922 initiatives. The DDR&E lacked the resources to provide adequate policy guidance and oversight of the Military Department laboratories and the Advanced Research Projects Agency. At the conclusion of our audit, DDR&E was in the process of issuing science and technology programing guidance, but more needs to be done (Finding A). The Department of Defense is making redundant investments in laboratory facilities and equipment, as well as research projects (Finding B). Project Reliance as implemented by the Joint Directors of Laboratories has resulted in minimal savings and few consolidations of laboratory facilities (Finding C).
