Abstract : The purpose of t his report is to prsent an evaluation of a report under Section 209 of the Flood Cont rol Act of 1954 on flooding along the Upper Saluda River and make recommendations for the alleviation of flood damages and development of allied water resources based on present and future needs. North Saluda, Middle Saluda, and South Saluda Rivers were analysed individually. Structural and nonstructural alternatives were investigated on each river and benefit-cost analysis were made. It was condluded that reservoir construction offers the most effective flood control. Main stem reservoirs were considered offers the most effective flood control. Main stem reservoirs were considered on each river. The sites on NOrth Saluda and South Saluda appear to be economically justified. The Middile Saluda sit eis not feasible. Of the nonstructural measures considered, relocating farm buildings and elevating cottages will reduce damages to the structures substantially but offers no protection to agriculture. Nonstructural measures, although feasible, leave extremely high residual damages.
