Abstract : The purpose of this paper will be to examine the impact of building down the U.S. force structure on the military as an institution and the officer corps in terms of the interactions of values and career expectations of both parties. Simply put: will the armed forces be able to offer the same conditions of commitment to their present and future officers as they did prior to 1990? Will the present and future officers be able to respond to their respective services as they have in the past? This paper will examine the potential impacts of the changes in funding and thereby the numbers of active duty personnel on the values of the military as an institution and on the values of the officer corps. This paper will also examine the career expectations of the officer corps and their understanding of their relationship to the armed forces and to the policies of the military for its personnel.
