DoD SBIR objectives are to strengthen the role of small business in meeting DoD's R and D needs and to increase commercialization of DoD-supported R and D results. DoD televised a seminar 29 April 1991 to provide detailed information to small high-tech firms planning to submit competitive bids for contracts within the SBIR program. The most significant portions of this seminar have been released as a two-tape videotape set. The first tape has presentations by the DoD SBIR Program Coordinator and the SBIR Program Managers for Army, Navy, Air Force, DARPA, DNA and SDIO. The Program Coordinator provides an agency overview and highlights the support role played by the Defense Technical Information Center (DTIC) in making technical information support available to small business participants in SBIR. The Program Managers outline the unique aspects of the programs within their respective organizations and discuss the criteria used to evaluate proposals for award. The second tape has presentations by small businessmen who have previously won SBIR awards. The award winners discuss the strategies for proposal preparation and business management that contributed to their success within the program.
