Measurement offers the potential for improving project management capabilities by providing more and better information to support making better project decisions which will lead to better project execution. Also, measurement is an important component of software process improvement. Mr. Sulgrove presents a framework for establishing an effective measurement initiative to support better project decision-making. He shows how to formulate a measurement feedback loop to provide the basis for establishing a continuous project assessment methodology. A minimal set of primitive metrics can be defined to provide the information needed for improving an organization's ability to assess progress, predict the cost and other parameters for the remainder of a project, evaluate various project alternatives, reduce development effort and schedules, and improve development process effectiveness.
