Integrating the defense industrial base into the national industrial base is an idea whose time has come. To make this change, the Department of Defense has to fundamentally change the way it does it procurement. It must: (1) buy more commercial products; (2) make more use of commercial buying practices; and (3) must convert the military specifications to industrial specifications. The first two changes require legislation which should be enacted in 1994. The third change has been addressed in a new DoD Directive which directs managers in DoD to use performance and commercial standards to guide purchases. This reflects a major cultural change for the Pentagon. This video covers the new conference given by Secretary of Defense Perry and Deputy Undersecretary of Defense for Acquisition Reform, Colleen Preston, to release the plan for streamlining defense purchasing practices.
