Abstract : The program management control system (PMCS) was developed to provide more effective management control and better cost control. The need for such controls are apparent increases in the 17 Army SAR Systems. Between FY79 and FY81, the program acquisition costs (RDT/E, Procurement and Military Contraction Army) rose from $50.7b to $78.5b. Major contractors to that increase were: estimating errors, changes in quantity, schedules, support and engineering. It was obvious that if these changes could be controlled, then a major step would be taken to arresting cost increases of the above magnitude.
