Abstract : It is the thesis of this paper that as far as logistics and other support programs are concerned the resources allocation system does not ask the right questions or provide decision makers with the information they need to make efficient decisions. In the following pages we will review the development of support programming from 1961 to the present and suggest an alternative way of asking, How much support is enough?
