Abstract : Awareness of the value of information leads to the uncovering of specific properties and characteristics of information, to the preception of information as a physical entity, to its definition as a natural resource and as a form of energy available to mankind waiting to be exploited. Informatics is the discipline that studies the information phenomenon, the systems of information and the processing, transfer and utilization of information, mainly, but not necessarily, with computers and telecommunications systems as the tools, for the benefit of mankind. Informatics is nothing but a tool, and its basic scope is to help countries to better solve the fundamental problems they are facing now; such as how to conduct the national economy, the optimization of the use of resources for the promotion of social and economic development-all addressed to the welfare of mankind. It is absolutely necessary and urgent for developing countries to acquire the capability of handling and processing information for their own purposes, in the same manner as the more advanced countries. In this way the interface at political level between countries may be more balanced and equitable.
