Abstract : The purpose of this conference is to allow the developing countries to consider how the new information and communication technology can help them to develop both human and physical resources. The development of inexpensive, energy efficient information and communication systems offers the one hope to avoid the inhuman social conditions which exist in the large urban areas throughout the developed world. Ireland's policy of decentralisation of industry which has been entrusted to the Industrial Development Authority (IDA) for implementation has been made possible by the concentration of this body on industry which has a good future. It is indeed fortunate that one of these industries-the electronics industry-is the prmary contributor to, and benefactor from, the information/communication revolution. Thus Ireland not only has the opportunity to develop its industrial base in a decentralised way but also to benefit from the world-wide explosion in demand for the products produced by these companies.
