Abstract : This paper has concentrated on the background, rationale and methodology of the study while leaving aside the technology itself, on the assumption that developments in the technology itself are reasonably well known or are adequately dealt with elsewhere. Also ignored in this paper are the actual results of the study, since the analysis of the information is not complete at the time of writing. The final report of the study will however be published in June 1981 and will be available on request from the NBST then (NBST, 1981). The approach outlined here will, it is hoped, prove useful to others who may be considering undertaking similar studies elsewhere.
