Abstract : The WATer MANagement (WATMAN) model has been expanded in this study so as to cover both large and small water systems. It is a particularly versatile tool for estimating preliminary design costs for small water systems as data appropriate to small systems and alternative technology, especially for bottled water distribution and point-of-use treatment, was collected and used to derive cost information. Cost functions for estimating capital and operations for small water systems have been developed and incorporated into the model. WATMAN is flexible enough to simulate almost any configurations of up to ten water systems and a variety of unit processes in order to conduct preliminary designs and economic evaluations of alternative technologies available to utilities. several technologies considered especially appropriate to small systems were examined including alternate sources, conventional additional treatment, package plants and equipment, regionalization, and dual water systems, point-of-use treatment, and bottled water distribution.
