Abstract : This paper summarizes some of the developments in this theory. We make no attempt to include references since these are extensive and referred to in some detail in other papers and manuscripts. In this paper we emphasize the motivation for going in the directions we have taken. A theory of terrorism is of interest to the military for two reasons. The first is that of the U.S. Armed Forces, both at home and overseas, are evermore frequently targets of terrorists. In some ways, the American military symbolizes the strength of America and may therefore be attacked to demonstrate that the United States is weaker and more vulnerable than it appears to be. The second is that the military, in the form of the National Guard, may be called upon to secure a domestic area when disruption exceeds tolerable levels.
