Abstract : Experience gained from the use of Multi-year and Advance Procurement contracts under the new regulations has proven that, within some restrictions, they have been beneficial to industry as well as cost effective for the Government. In a typical example, over 30% cost benefit over an annual procurement has been realized in acquisition and early delivery of training devices. The experience demonstrates the utility and adaptability of these regulations that can be attained through aggressive and innovative use. Additional changes and use of the regulations and uniform policies implementing the regulations would provide more frequent use of these procurement types.
