Abstract : The smooth transition of responsibility and flow of work and data within the software project is a prerequisite to project success and development productivity. Establishing a structure characterized by effective data management and control practices is the responsibility of the software manager and requires careful planning, an understanding of the specific data requirements each of the methodologies applied to the project, and definition of the data flow and reviews, audits, and milestones which support the development process. This paper describes how in a project environment data management is integrated under the software configuration discipline and how the program support library concept may be used to centralize data control responsibility within the organization.
