Abstract : A few comments about the efforts being taken by the Services to systemize the Certification of Equivalency program for DOD hazardous materials packaging and transportation are presented. This program provides procedures for the government to follow for issued Certifications of Equivalency (COE). Certain hazardous components that would otherwise require an exemption issued by the US Department of Transportation (DOT) are legally covered by the COE. All shipments of hazardous materials in common carriage that are listed in Title 49, Code of Federal Regulations (CFR), Table 172.101 require the shipper to attest to the following certification on the shipping document: this is to certify that the above named materials are properly classified, described, packaged, marked and labeled and are in proper condition for transportation according to the applicable regulations of the Department of Transportation.
