Abstract : A strategy has been developed for systematically addressing and handling the hazards posed by a transportation accident involving hazardous materials. The Accident Management Orientation Guide presents this system as a logic sequence of events in a color-coded, programmed learning approach. The management of a transportation accident involves many emergency response personnel making complex decisions affecting not only mitigation of on-scene hazards but also the safety of exposed civilians, emergency response personnel, property and the environment. Since emergency response operations can be broken down into a fairly logical sequence of events involving major decision points, a decision flow diagram has been constructed. Each sequence has a series of situations, decision options, specific actions, potential outcomes, and risks associated with the management of the overall accident response. Information necessary for consideration in making optimal decisions is provided for each decision sequence. This unique approach to accident management was developed to address all aspects and events following a transportation accident. It further provides the basis for software and audio-visual development for future Air Force training, planning and preparedness programs.
