Abstract : A systematic approach has been developed for use in arriving at positions for dialogue and negotiation in setting site-specific cleanup goals for the concentrations of environmental contaminants, i.e., to answer the question, How clean is clean? rather than How dirty is dirty? This approach involves examining the potential for each chemical of concern of proceed from its point(s) of origin in the soil or water, through defined pathways, to man or other target organisms. The best available toxicological information is used to estimate an acceptable daily dose, D sub T, for exposure of the target organism to each compound, which should not be exceeded. The PPLV (preliminary pollutant limit value) takes into account both D sub T and the exposure level, according to probable scenarios. This concept is modified in various ways according to the problem at hand.
