Abstract : Royal Australian Air Force (RAAF) operations at some Australian airfields are complicated by the airfield's joint-user status. We have endevoured to strike a balance between the legitimate needs of the public for safe access to these airfields whilst maintaining our aim of ensuring that our operations are not unduly affected. The risk problems were assessed as due to fragmentation, blast over-pressure assumed the more important consideration due to the effect of the impulse wave on aircraft. We consider that we are approaching reasonable levels that allow for our twin aims of maintaining public safety and retaining operational capability.
