Abstract : For waterfront development in inner bays, it is essential to improve water quality so as to meet social needs for comfortable coast environments. A concept of creating a new water-affinity space along a shallow coast is discussed with the consideration of sea surface as an attractive environmental resource. Economical water purification should harness natural energies (tide, waves, wind, etc.) as well as biological activities (microbial film, macrophytes on tidal marsh, shells, etc.). Case studies were also conducted and showed that our new idea called SEA-BLUE Program will be feasible in the near future.
